Community Works Programme ( CWP )

Background

OVERVIEW

The Community Work Programme (CWP) is a community-driven government initiative designed to provide an employment safety net to eligible participants by offering them a minimum number of regular days of work each month. The programme targets unemployed and underemployed people. The stipends participants receive supplement their existing livelihood means and provide them with a basic level of income security. They also assists those whose livelihood activities are insufficient to lift them out of abject poverty. The programme  provides a bridging opportunity for unemployed youth and others who are actively looking for employment opportunities.

OBJECTIVES

  • To provide an employment safety net. The CWP recognises that sustainable employment solutions will take time, particularly in reaching marginal economic area
  • To contribute to the development of public assets and services in poor communities.
  • To strengthen community development approaches
  • To improve the quality of life for people in marginalised economic areas by providing work experience, enhancing dignity and promoting social and economic inclusion

Local Implementing Agent (LIA) For a decade SAYM has been partnering with the Department of Cooperative Governance in the implementation of the programme. We started off from 2012 to 2014 as a Local Implementing Agent (LIA) in Mpumalanga under Mvula Trust. Three Districts were covered () managing a total of 17 000 participants Implementing Agent In 2018 to 2021 we became an independent implementing agency (IA) managing over 34 000 participants in the Eastern Cape (Nelson Mandela Bay Metro ,Sarah Baartman , Joe Qabi , and Chris Hani districts) and Kwa-Zulu Natal(Harry Gwala and UGU districts). Current Phase To date we are implementing the programme in the Eastern Cape and Limpopo provinces managing over 54000 participants. In the Eastern Cape we are in Nelson Mandela Bay , Buffalo City Metro, Alfred Nzo,O.R Tambo ,Joe Qabi , Chris Hani, Amathole and Sarah Baartman districts. In Limpopo we are in Capricorn , Mopane ,Sekhukhune , Vembe and Waterberg.
